John Shumadine represents a neighborhood group that is challenging a stormwater permit application filed by the Northern New England Passenger Rail Authority. NNEPRA has decided to try to place a 50,000+ square foot maintenance and layover facility into the middle of a residential neighborhood. We do not think that NNEPRA can show that it meets the stormwater permit standards and have asked the DEP to deny the permit application.
